Binghamton Mayor race too close to call

The race between incumbent Democrat Matt Ryan and his Republican challenger Rich David is too close to call.  With 100% of the precincts reporting, Ryan holds a 61 vote lead over David.  However, there are 519 absentee ballots that still need to be opened.  Here are the unofficial results from voting on Tuesday:
