An affordable housing development has been proposed for the City of Norwich.
2 plus 4 Management wants to build it at 11 to 15 State Street. The plan is to have three buildings that would provide about 40 apartments and townhouses. The largest two-story structure would feature 2 and 3 bedroom apartments. Some of those would be for high-functioning developmentally disabled people. 2 Plus 4 is partnering with Chenango County ARC. The company also wants to build a 2 unit building for seniors. It would then tear down several dilapidated structures and build new town homes.
Norwich Mayor Joseph Maiurano is excited about the project. Maiurano says, "It's a complete upgrade for the area. What it does, when you upgrade these dilapidated areas or areas that are just run down, it brings the values of homes in the areas and the whole city to another level."
The project would cost about $7 million. 2 Plus 4 expects to hear next month whether it will receive a $2.4 million grant to help fund it. If the grant comes through, ground is expected to be broken this July.
