The City of Norwich needs a new water treatment plant.
To help fund the facility, US Senator Chuck Schumer is asking for $5 million from the US Department of Agriculture's rural development loan and grant program. Norwich's current water facility is about a century old. Schumer recently wrote a letter to the head of the USDA on the City's behalf.
